well today when I was in kokoto for hunt a Rathalos I saw a Kushaldaora Quest unclear in jungle, so what is the diference of this one, from the ones on the main town??

if you only made the urgent quest, you have to complete it once more (maybe different season). but this quest can be made in the main village too, that's just that you didn't see it before

In the main village was every time "clear" it's only in kokoto unclear, also the quest of the desert and the montain are unclear too

Nope, kamui is right, it's likely that the conditions are a little different.
