I want know the materials (because today I saw that is only upgradeable if the legendary blacksmith is in the town)

where did you see that, no upgrade need to be by legendary viewing the fact that he doesn't upgrade anything. Do you see the option for upgrading it? cause if you see, i don't see why you need to wait him

Wing membrane ×8 of fire dragon (15% killing rathalos, 23%in carving) Wing nail ×5 of fire dragon (75% when braking wing nail of rathalos) Nail ×5 of steel dragon (good luck, 8% while braking kushal wing, can be 22%online)

because if he isn't on the city the upgrade to the Tactical Blade doesn't appears while you are talking with the old man blacksmith that's all, and if the Kushaldaora claws are neededs I gues I forget this weapon until I finished the Kushall blademaster set (I need 4 to complete it)

moreover, the tactical blade is a crape (viewing stats). i suppose it's only for the look with rathalos full set

That's true I only want it for the only purpose of have it. for fight I only use Bows and Katanas (I REALLY LIKE THIS KIND OF WEAPON!!)
