the only way i know is to complete all blue bubble quest of blacksmith during one season, make another mission, and he would be here when you come back (it's the way i meet him, then, maybe there's a better way). you have to have blacksmith lvl3, don't forget

I have all the town at lvl 3, but I need 2 more lao tickets for the Crimson Lotus

so that's the way you must follow (about completing blue quest) and the ticket you need are proof of courage
